That would appear problematic. I'm sure that whilst in the car to the airport, he'd be safe but once he steps out to board the plane.....
So maybe he would have to be carried in a rather large bag....

Manning had access to secret documents and can be prosecuted under th Espionage Act. Assange is a foreign citizen who allegedly received confidential documents and that wouldn't fall under the act.

The DOJ and FBI attempted to have that lulzsec snitch sell confidential information so that they coukd charge him under the Espionage Act. However, they refused to purchase said information which put them out of reach from the DOJ.
