I'd say legally yes.... there's loads of genetic material of all sorts available to purchase. In the case of this guy he's gonna have to know that what he's doing is legal after he's just confessed he's about to create a monster.
I'd say philosophically,... no.... you can never truly own anything! :P

That is an interesting discussion, and before we would get into it it might be an idea to define terms, such as "ownership".
I mean sole control over the use of something when I use the term "own".
I would have agreed with your statement at one time, now I would not though, I would cry foul if someone with a stolen scalpel claimed my kidney as common property, or rather unproperty, for example.
