Everyone with a heart has the same feeling deep down that there has to be more to the psychopathic violent behaviour than merely 'just psychopathy' its abhorrent to the normal feeling human being that anyone can be that cruel and without feeling or remorse.

Its just one of those things, we can probably as a species reduce that kind of behaviour greatly if we were to overcome things like money for example which is a strong motive for violence but I doubt we will ever completely eradicate such behaviour nor would we want to as that would involve 'authority' and messing with peoples minds. Both of which are even more disgusting prospects than putting up with them.
I'd rather just see them dealt with in the natural playing out of events, perhaps eradication of them in particular by being watchful and ever vigilant over positions of power/influence.
