A welfare state is a "concept of government in which the state plays a key role in the protection and promotion of the economic and social well-being of its citizens. It is based on the principles of equality of opportunity, equitable distribution of wealth, and public responsibility for those unable to avail themselves of the minimal provisions for a good life. The general term may cover a variety of forms of economic and social organization."... The sociologist T.H. Marshall identified the welfare state as a distinctive combination of democracy, welfare, and capitalism...The United Kingdom, as a modern welfare state, started to emerge with the Liberal welfare reforms of 1906–1914 under Liberal Prime Minister Herbert Asquith.. These included the passing of the Old-Age Pensions Act in 1908, the introduction of free school meals in 1909, the 1909 Labour Exchanges Act, the Development Act 1909, which heralded greater Government intervention in economic development, and the enacting of the National Insurance Act 1911 setting up a national insurance contribution for unemployment and health benefits from work...

In the aftermath of the 1981 (1981 Handsworth riots and the Brixton riot), Tebbit responded to a suggestion by a Young Conservative (Iain Picton) that rioting was the natural reaction to unemployment:
I grew up in the '30s with an unemployed father. He didn't riot. He got on his bike and looked for work, and he kept looking till he found it...
This exchange was the origin of the attribution to Tebbit of the slogan On yer bike!. Tebbit is often misquoted as saying directly to the unemployed "get on your bike and look for work" as a consequence of his speech, although this interpretation is arguably what he was implying. He was always portrayed as a sinister, leather-clad bovverboy by the satirical TV puppet show, Spitting Image. The Professor of English at University College London, John Mullan, has written: "In Spitting Image and probably the middle-class imagination, Norman Tebbit was given an Essex drag on his vowels which he hardly possessed. He should speak in that way because of what he represented". The former Conservative Prime Minister Harold Macmillan once remarked of Tebbit: "Heard a chap on the radio this morning talking with a cockney accent. They tell me he is one of Her Majesty's ministers". Dr Peter Dorey of the Cardiff University wrote: "...it was Norman Tebbit...who was perhaps the public face or voice of Essex Man, and articulated his views and prejudices".

A former Tory MP who swapped his life of luxury for a week of harsh reality on Tyneside is to repeat the experience two decades on.
In 1983 fresh-faced public school and Cambridge-educated Matthew Parris spent seven days living in a bedsit in Scotswood, Newcastle, trying to get by on £26.80 of benefits.
He was challenged to survive a week on the dole by TV producers after he sparked a political row.
He had told a constituent she was lucky to have a council house and that being on the dole was meant to be unpleasant, otherwise people would not have an incentive to work.
Needless to say, middle-class Parris, more used to an MP's salary of £15,000, struggled to survive and admitted living on the dole was a "meagre" and "threadbare" existence. But now, two decades and a career change later, the journalist and broadcaster has gone back to the same West End street to try again...Programme makers are remaining tight-lipped whether Parris, now 54, fares any better on a 21st Century job-seekers allowance of £54.65.
The 1983 documentary showed Parris arriving on Tyneside and joining the dole queue at his nearest post office.
He spent £11 on a week's food and limited himself to a 72p bus ride to a Newcastle United game, which cost him £2.50 for a terrace ticket and 20p for a half-time hot drink.
But despite his scrimping and the generosity of a pub-goer who treated him to a pint and a half of beer, Parris struggled to meet the gas and electricity payments.
Afterwards Parris, who later quit as MP for Derbyshire, admitted he had not survived as well as he hoped, but refused to admit benefit levels were too low.
"It was a meagre and threadbare existence, but I believe that is the right level," he said...

I think its a good thing, but managed correctly so people cannot take advantage of it....for example people having loads of babies so they can claim benefits, they really do not have the childs interest at heart....Also people on high incomes should not really claim benefits either...I am sure immigrants come into certain countrys so they can take advantage of the benefits system, they should really get their own countrys sorted out instead of burdening others...

Human responsibilities are the universal responsibilities of human beings regardless of jurisdiction or other factors, such as ethnicity, nationality, religion, or sex..The idea of human responsibilities arises as a natural counterbalance to the philosophical idea of human rights..Social responsibility is an ethical or theory that an entity, be it an organization or individual, has an obligation to act to benefit society at large. Social responsibility is a duty every individual or organization has to perform so as to maintain a balance between the economy and the ecosystem...
In economic theory, a moral hazard is a situation where a party will have a tendency to take risks because the costs that could incur will not be felt by the party taking the risk. In other words, it is a tendency to be more willing to take a risk, knowing that the potential costs or burdens of taking such risk will be borne, in whole or in part, by others. A moral hazard may occur where the actions of one party may change to the detriment of another after a financial transaction has taken place...Bankers, Bonuses and Bailouts comes to Mind..

My view is people should have the freedom to have as many children as they want, the State has a moral responsibility to distribute the wealth companies extract from people's labour for private gain, to allow basic necessities to be freely available for everyone.
The problem with the welfare state is the greed and conservatism that has opposed it since it's inception.

These psychopaths forced the people into cities where there was no means of growing food and raising livestock so became dependent on the psychopaths for their existence.

This video shows early discussion of the development of the British welfare statement after World War II including the National Health Service. William Beveridge - whose report/plan for social insurance was very influential - is interviewed. His name is now used by economists for the "Beveridge Curve," the relationship between the unemployment rate and the vacancy rate. However, Beveridge did not invent this curve; his name is affixed to it because he equated "full employment" (a goal of the welfare state) with a situation where the number of vacancies = number of unemployed...
Beveridge, the eldest son of Henry Beveridge, an Indian Civil Service officer and scholar Annette Akroyd, was born in Rangpur, India (now Rangpur, Bangladesh), on 5 March 1879. After studying at Charterhouse School and Balliol College, Oxford he became a lawyer..Beveridge became interested in the social services and wrote about the subject for the Morning Post newspaper. His interest in the causes of unemployment began in 1903 when he worked at Toynbee Hall, a settlement house in London. There he worked closely with Sidney Webb and Beatrice Webb and was influenced by their theories of social reform, becoming active in promoting old age pensions, free school meals, and campaigning for a national system of labour exchanges...

The IFS estimates that the squeeze on poorer families would increase in the second half of the parliament as welfare cuts kicked in and the two-year increase in child tax credit ended.

The poorest 10% were left almost untouched by Labour's plans but would see their incomes cut by more than 2.5% over the next five years.
