Would cost, promising? global warming.... climate change.... Its interesting to see these talking heads when they speak about these things as if they're not already in action. It has been seen many times over, if "they" speak about it, they already have had it for a quite long time. This can not be predictive programming any more, so what type of programming is it then?

He's talking in the future tense.... talking about solutions that could be supplied should there become a drastic problem with the atmosphere.
There's no admittance of chemtrails. The injection of aerosols would need to be taking place in the stratosphere, where most conventional planes can't fly.

I guess the point is that if CIA speaks about something, they already have it happening...

To suggest it as a possiblility probably means they have the knowledge and the ability to do it yes.
It's pretty frightening that it could come to that really.
