There is a lag between the time when fertility rates are low and when there is an affect on numbers, this is called 'population momentum' see here-

The main noticeable decline thats happening at the moment is in japan and russia, where very soon they will not have the population levels required to maintain the old populations pensions as the taxation would have to be ridiculously high.
Politicians in Japan and Russia have this issue #1 on their list, you can take that to the bank

The reason why its unlikely to change is obvious, women are in the workplace, costs of having a family have gone through the roof, people are scared shitless of having their kids taken by the SS etc anyway, then there's all the pressure of having kids to take them to school etc etc etc.
Since when does our modern culture encourage such sacrifice?
Childcare costs are often more than the woman could earn in many cases too....
Recipe for disaster basically, you can add to that the crap in the food, the air and the water, the declining health, lack of exercise, obesity, immigration from many countries putting pressure on people to hold on to jobs desperately and for lower wages, along with the declining numbers in eastern eu states just adding to their fertility problems.
All this was planned and all of this is the result we see today and there you have your depopulation right under everyones noses without them even realising it.
