Maybe I'm speaking as a non-driver. But imagine if aliens came down to earth and observed a phenomenon that was killing thousands of people, and very little was done to mitigate this, in fact it's barely even reported.
And you don't need any form of expertise to pilot one of these lumps of tin, in fact you can go decades without anyone even checking if you're remotely competent, and you can get the legal right to drive one within weeks (and, accompanied, within days).
And there's a speed limit put in place to attempt to make the roads slightly more safe, but virtually every car on the road can break this speed limit, and many of them can reach speeds of over double the speed limit.
And the fastest, most dangerous vehicles are the most sought after and expensive.
But you don't need any more qualifications to drive them than a small, relatively easy to drive vehicle, as long as you can afford to buy and insure one.
And by driving them badly you're as likely to put other people's lives in danger as your own, yet there are literally tens of thousands of terrible drivers on every road.
But these people never have to prove their proficiency, and are perfectly free to buy and drive the fastest, most dangerous vehicles.
And when people do get killed on the roads, it's treated as an inevitability, in fact if you mention the fact that cars are dangerous as a reason that you don't drive then people think you're crazy.
The aliens would think we were mental, I'm sure.
