If someone told you that playing chess in the street had been banned, for the illogical reason that it might possibly be a front for some dodgy dealings going on, you'd probably think they were pulling your leg.

Or that suddenly, out of the blue, some American citizens were getting $2,400.00 fines for parking in their own driveways - no differently than they might have done for many years unmolested by the authorities. Why? Because the Bureau of Building Inspection (who the hell are they, anyway?) decided to apply a mid 20th century law stating you can only park a minimum of 30 feet from the road.

Or that a Chief Compliance Officer (a what?) could decide to shut down power without warning in major city building blocks - hence trapping people inside lifts on 9/11 - on a whim.

How about a local government, on realising they'd cocked up the water bill charges 5 years previously, suddenly just upping business' water bills by 300% at one fell swoop with no pre-warning or explanation to, compensate for that?
