The government would lose a lot of tax money, especially in the UK. This is why they are happy to treat smokers as lepers (e.g. having doctors deny them treatment on the NHS that they have paid for) but they don't want to kill the goose that laid the golden egg by criminalising tobacco entirely.

They probably won't make these things illegal, due to all the tax they gather in off them.

But if they tried, I for one, would be running amok with Abs. The enemy just wouldn't know what had hit them. There are no super-weapons capable of handling this scenario.
