A man has died after police shot him with a Taser, Greater Manchester police have said.

The 23-year-old was said to have suffered a "medical episode" and died after police fired at him with the stun gun.

Officers were responding to a disturbance at around 8.15pm on Wednesday in Gorton, Manchester, when they used the Taser while detaining the man.

The police force has referred the case to the Independent Police Complaints Commission.

Assistant Chief Constable Garry Shewan said: "Police received a 999 call reporting a disturbance on Beard Road in Gorton where there was a man with a knife.

"Officers were dispatched immediately and arrived in eight minutes. On arrival a Taser was discharged to detain a 23-year-old man.

"At this time it is unclear what happened, but at some point afterwards the man suffered a medical episode.

"Paramedics performed first aid on the man at the scene before he was taken to hospital where he sadly died."

The death had been referred to the local coroner and police family liaison officers were supporting the family, police said.
Of course, tasers are perfectly safe and don't result in any deaths at all.

WHY is it unclear at this time what happened??? I think it would have been made as clear as a bell if the police had had some genuine justification for employing weapons - like the deceased had been charging them with WMD or something. They'd have made sure everyone knew about it.

I will never get over that incident recently where the police tasered an old, blind chap in my home town, because they thought his white stick was a samurai sword! That should have been proof enough for the world that the police are not to be trusted with weapons. Or anything that could be a danger, like cars and biros.

A health aide to a man with Down syndrome who died after being dragged from a Maryland theater had warned police that he would ‘freak out’ if they touched or spoke to him, according to an investigative file released Monday.

Robert ‘Ethan’ Saylor, 26, passed away from asphyxia minutes later, after three Frederick County Sheriff's deputies handcuffed the flailing, 294-pound man as he screamed, cursed and cried for his mother, witnesses say.

Saylor's offense, according to the file documents: He had not purchased a ticket for a repeat viewing of the movie Zero Dark Thirty.
The 98-page incident report and handwritten statements from 22 witnesses add new details to a case that remains in the spotlight six months after Saylor's death on January 12.

Critics continue to call for an independent investigation of the deputies' actions after a grand jury's decision in March not to indict them for what the state medical examiner's office has ruled a homicide.

The 18-year-old caretaker, whose name is redacted from the documents, wrote that she had been Saylor's aide for three months before he died.
She said Saylor, known to his family as Ethan, had a history of angry outbursts, including one earlier that night.

They had already seen the movie once and were outside the Frederick theater when she asked Saylor if he was ready to go home. Saylor began cursing and punched a Lenscrafters storefront window, she told police.

Somewhat frightened, the caretaker called Saylor's mother, 55-year-old Patti Saylor, of New Market.
‘Patti told her to just wait him out and his attitude will change,’ an investigator wrote in a follow-up interview report.

I don't think the care-taker should really have left him while she went to get the car (even if another carer advised her to) or that an 18 year old would have the life experience to be best equipped for looking after someone with Ethan's challenges. But none of that in any way shifts the blame from the security/police, or the wanker who summoned them.

What I hate is that these stories no longer shock me. Still very painful to read but these kind of deaths are almost a weekly occurrence.

This act grants local authorities, police and even private security firms sweeping powers to bar citizens from assembling lawfully in public spaces. Those who refuse orders under the new rules will face arrest, fines and even prison time. The wording is vague enough to endanger rights to free assembly and protest, this violates human rights and pushes the UK one step closer to a de facto police state.

TORONTO — A Toronto police officer was suspended with pay after he fatally shot a young man wielding a knife in an empty streetcar, police said Monday, as hundreds of people in Canada's largest city protested the shooting that was caught on video and posted on YouTube.

Some protesters called it unnecessary police force. A former Toronto police detective who saw the video said it appeared that "excessive" force had been used. Investigators were looking into the circumstances surrounding the shooting, the city's police chief said.

The video shows 18-year-old Sammy Yatim holding a knife inside the streetcar early Saturday, with police outside. Yatim goads police while officers yell, "Drop your knife!" Shortly after, three shots are fired. After a pause, six more shots are fired. A Taser is later used on Yatim.

Ontario's Special Investigations Unit, which is charged with carrying out independent investigations of police shootings, was examining the shooting. The SIU said Yatim died from multiple gunshot wounds.

Toronto police spokesman Tony Vella confirmed the officer involved has been suspended with pay.

Toronto Police Chief Bill Blair said he has seen the video and is conducting a parallel investigation. He said he understands the public's concern.

"I recognize there is a need for answers," Blair said.

Mark Mendelson, a former Toronto police detective, said investigators have the benefit of the video, which "doesn't lie."

"If you look at it on its face value at this point, it's not hard to come to the conclusion that excessive force was used," Mendelson said.

Last year Allen Daniel Hicks violently drove his car off the road in Tampa, Florida.

When officers showed up on the scene, Hicks did not follow their orders to get out of his car. This resulted in police immediately booking the man into jail.

Officers failed, however, to question Hick’s strange behavior during the incident.

Despite rambling incoherent nonsense and dragging his left leg, police did not even bother ordering a medical check for Hicks before locking him up.

Well, it turns out that Hicks was having a severe ischemic stroke.

After a full day in jail, Hicks lay on the floor of his cell, unable to move. Only then did officers take him to Tampa General Hospital, where doctors quickly diagnosed the stroke.

Within hours, the man went into a coma. He died in the hospital just a few months later.

There is now a government investigation underway.

Cleveland Police Disciplining 75 Cops After An Unarmed Couple Was Shot At 137 Times

Cleveland police officials said Friday they're disciplining 75 of officers for their involvement in a police chase that ended in the shooting deaths of an unarmed man and woman, The Plain Dealer reports.
The pair were shot at 137 times while in their car, parked in a middle school parking lot. No officers were injured in what police called a "full blown-out" firefight.

Ohio Attorney General Mike DeWine told reporters in February that "there is nothing normal about this case. ... This is a tragedy."

In November, about 60 police vehicles pursued the two suspects in a 25-minute chase spanning three cities. One suspect, 30-year-old Malissa Williams, was shot 24 times, and the other, 43-year-old Timothy Russell, was shot 23 times.

At the time, police said the suspects fired shots at them near Cleveland's downtown Justice Center, according to The Plain Dealer. And a police dispatcher said that shots were fired at officers during the chase.

But after the chase ended in a gunfight near Heritage Middle School, police checked the car and realized neither Williams nor Russell was armed.

It isn't clear whether a shot was actually fired at the officer who initiated the chase. Some speculate the Malibu driven by Russell may have backfired.

A report from the state's attorney general shows the officers likely believe the suspects were armed based on erroneous information broadcast over the police radio. Officers told investigators they saw the suspects in the car with what looked like a gun.

Russell might have fled from police initially, fueling the massive chase, because he was high and driving on a suspended license. Toxicology results show that Russell was under the influence of cocaine and alcohol at the time of his death. Williams was also high on cocaine and had marijuana in her system.

The officers being disciplined for violating police protocol won't lose their jobs and did not partake in the gunfight at the end of the chase, but they did have a role in the pursuit. More than 100 police officers were involved in the chase in some way.

Nineteen of the 75 officers facing discipline for offenses ranging from engaging in a chase without permission to providing false information on police reports will have disciplinary hearings and might be suspended temporarily, according to The Plain Dealer.

In 2011, the newspaper published an investigation of reports of excessive use of nondeadly force by Cleveland police officers. The newspaper found that the police chief often overlooked inconsistencies with police officers' stories when investigating use of force incidents.

Many of the officers faced accusations of brutality on the force.
