Yes, combined with kettling in particular, so that people can't escape the blast - potentially lethal. That picture of the chap with blood pouring from his eye sockets is bad. People need to take goggles or something for protection.

The only chance of defence joe public would have against them from what I can see, would be to attempt to stop the flow of water from the source.

I've just been having a look for defensive tips, but couldn't find any. I did find that they've developed a way of using an electrified saline solution, instead of just water. I'm not saying that's the plan for London - just that it's a possibility that's out there.

If the gov/bankers start using water cannons the next step will be to put dye in the water and round up people days after the event or play the divide and conquer card in the media and create hostility between demonstrators and non demonstrators.

Probably run adverts saying if you see person with orange face etc ring the authority.
