It's no good to say, some type of this or that generator, coil, without saying exactly what and how it would work.
I know weather manipulation is a fact sometimes, do we have any real evidence by experts or experienced people who have worked with such official investigations, that can provide evidence that hurricanes can be manipulated ?
It is speculation that energy can be harvested from hurricanes. Pure speculation.

Albuquerque, New Mexico - A blast of microwave energy beamed down from a space satellite could be used to tame the destructive nature of a tornado, a scientist said this week. Such weather-watching duty might be assigned to future solar power stations that would circle Earth.

An average of 55 people die annually as a result of twisters, and billions of dollars worth of property are destroyed or damaged. The proposal calls for beaming microwave energy into the cold, rainy downdraft of a thunderstorm where a tornado could originate. That pulse of power would disrupt the convective flow needed to concentrate energy that forms a tornado, said Bernard Eastlund, president of Eastlund Scientific Enterprises Corporation, based in San Diego, California. He has teamed up with Lyle Jenkins, a 37-year NASA veteran who now heads his own firm, Jenkins Enterprises in Houston, Texas. The two researchers envision surgical strikes of microwave energy that could modify the temperature and fine structure of storm systems.
"We call it taming the tornado," Jenkins said. "With just a little burst of microwave energy, we think we see a way to negate the trigger point in tornado creation. We want to heat the cold rain. By tailoring the beam, it can absorb the rain that is part of the tornado-making process." Eastlund has looked at data provided by the Advanced Regional Prediction System at the Center for Analysis and Prediction of Storms Center at the University of Oklahoma. These numerical simulation data were used to study the formation of conditions suitable for "tornado-genesis." And he and Jenkins used them to see the effects of zapping an incipient storm with electromagnetic radiation beamed from a proposed Thunderstorm Solar Power Satellite.
Another aspect of their proposal could address the need for orbiting Doppler radar that could see tornado conditions forming. These data would be fed into a tornado-stopping satellite, perhaps positioned in geosynchronous orbit above the areas most affected by severe weather. By using a specially-tuned microwave pulse, rather than laser or infrared beams, that energy can be targeted within a storm’s interior, not through it or reflected away. "You can’t wave your hands about this idea," Eastlund said. "You’ve got to use real numerical modelling. My research shows that by heating the falling rain, we can turn off the downdraft that drives a tornado." More research is needed, he said, to further determine just how much energy would yield a knockout punch to a tornado on the brew.
But is it nice to fool with Mother Nature? "This is a new science we’re talking about of weather modification...a new paradigm which seeks to mitigate these violent weather systems," Eastlund said. "If it does prove possible to prevent tornadoes," Eastlund continued, "then systems could be envisioned in which severe storm phenomena such as hurricanes and typhoons are also modified in some beneficial fashion, and weather modification could be routine in the 21st century."

Trickier said than done, getting a top secret space weapon declassified to prove it was used in a false falg attack on 9/11.

Correct. My own study into wavelengths would suggest that dustification of connecting concrete would be a biproduct of an attack against the vertical core columns. The vertical core columns are the only piece of the structure that need to be removed to successfully bring it down by any means. Failure to remove the vast weight of such a building coming down from such a height would result in the total flooding of NYC via a destructed basin as you've said. Destruction via wavelength seems to be an optimum solution.

Just leaving the cars and other anomalies aside for now, why is it that we see a remaining part of steel structure 'turn to dust' it's been viewed by us all on YouTube I guess, yet other parts of metal structure are 'deformed'.
This is to do with wavelengths and resonance. To destroy the vertical columns, the frequency used (type of wave) is directly related to the length and type of material it is connected to. Simplified, Its like this:

Lets imagine that is a reconstruction of the steel core columns (there is no gap between the slashes, they are one straight vertical piece). The slashes represent the vertical columns connected by horizontal beams. The length of the vertical is far greater than the horizontal beams. If you cause the columns to vibrate to destruction based on their total length, the welds would sheer at the horizontal beems which would not destruct as they are not the same length as the vertical and won't be affected in the same way. The verticals would disappear and the rest would fall to the ground. The concrete would pulverise because the speed at which sound travels through concrete is the same as a half wave of steel. Other materials won't resonate unless their speeds are say a full, half, or quarter of that of steel so it won't affect water, or bodies etc in the same way as they won't resonate at the same frequency. If its close enough, as it would be with most steel, it will bend and such like, but because it isn't exactly "in tune" as it were, it won't vaporise.

Introducing an EMF onto the site of WTC would cause the area's atmosphere to hold a charge (like it does prior to storms). If it was a positive charge, and the hurricane also had a positive charge (storms have charges as I say) they would repel each other. The two magnetic fields colliding is what caused the hurricane to divert in my opinion.
