Because its considered easier to apply tax across the board and then adjust afterwards, I'm guessing this is because in the UK tax is deducted by the employer directly, so employers would have to calculate and adjust for every single employee and then there would be the question of entitlement etc which some people wouldn't want the employer to be involved with for privacy reasons amongst others.
So really its a question of (ironically) creating more red tape lol (which yeah you would expect to be easier by simply not taxing such people but such is the way of inland revenue, bear in mind that the tax credits are often above and beyond what people pay in tax, so they'd have to setup a rebate each month for a lot of people EVEN IF they were untaxed!)
What specifically irks me more is the 32 trillion in the cayman island accounts totally untaxed

Thats half the global GDP...so its little wonder we get shit wages in the first place, its being deliberately withheld and hoarded by the elite.
Just yet another reason why the whole monetary system if a flawed concept, let alone bothering to look at government taxation.
You can the ADD to that the fractional reserve banking only creating new money in the form of debt and then ADD to that the financial sector dealing in financial instruments that literally do not exist and have ludicrously inflated values and the ADD to that the housing market with prices way way waaaayyy beyond affordability and it starts to get glaringly obvious that we are unbelievably screwed.
Normal supply+demand freemarket economics went out the window sometime in the 19th century lol.... yet people still think thats whats going on.
What 'should' happen is that employees (human beings) should not be taxed at all on their labour.
Incorporated legal PERSONS should pay tax.
Money should be issued by govt treasury at 0% interest with taxation used to prevent inflation NOT to 'pay' for services..
Banks should only be allowed to loan out what they have on deposit and as such depositors should be considered as speculative investors.
Stock market traders should only be allowed to trade stocks and shares, real PHYSICAL assets and they should take IMMEDIATE DELIVERY on trade.
As you can imagine, house prices would plummet to levels affordable with CASH, same goes for all sorts of other things because banks will only loan on sure bets.
Banks would no longer be able to speculate on paper instruments built on paper instruments and would become something for investment not to enslave everyone and force them all to have electronic accounts (no doubt leading to chips).
Ordinary joe would have a stable economy, with decent supply+demand and a chance to compete with the big boys and get a bigger slice of the cake.
Ideally I'd rather see money disappear altogether as humanity should evolve beyond it soon, indeed technological advance will demand it as imperative for progress at a certain point. If resources become abundant then man should be working for pleasure and interest instead of just to pay bills. In fact, I see this as being a more realistic achievement than getting the above done with going back to real money again because the people in power simply will not allow it and the people in power are backed by millions who ought to know better but never will.
