Had we been there earlier and were we in posession of technology far superior than we were lead to believe at the time, a fake landing would seem like a pretty fair option.
I know it's a bit out there...even for me.
Personally I do not think that NASA hawking obviously faked moon landing footage is enough of a reason to believe that Man made it to the moon at some other unspecified time.
I think the quote below by Lyndon Baines Johnson explains why NASA wanted so much cash, and why they did not want to tell too many people about it.

I wonder what happened to NASA's attempts at controlling the weather?
