Actually the word government is the noun from govern menaning to steer or guide and is inddeed Latin by way of Etruscan and then French .

The -ment is a noun forming suffix and means "the action of" and unless I am very much mistaken, is not related to the word mentem.

However, for all purposes Novum is correct that governments seek to control us mentally as do corporations and institutions.

They call that PR.
