You say people at 'all levels' which implies people throughout the 'hierarchy' - perhaps if there had been no 'hierarchy' and people were not afraid of those 'higher up' the ones who did speak out would have been believed and supported instead of disbelieved and 'hushed up' Perhaps without a 'hierarchy' saville would not have been made impervious to proper investigation - were it not for the fact that the majority of his victims had no 'voice' due to their standing in society - being as they were 'damaged' young people and the sick and not treated as 'equals' or not viewed as being 'worth' speaking up for compared with the cash saville brought in?

For starters, get people to recognise that "hierarchy" is not a dirty word. That everyone, whenever they act to stop a crime, is recognising that a hierarchy, an inequality, exists where the criminal is inferior and the judger/condemner/interdicter is superior.

the criminal is not inferior nor the judger superior - they are both equal - the behaviour and actions of a criminal are such that they infringe on an others freedom - in doing so the criminal is the one that is attempting to place themselves above an other - the inequality exists because of the actions of the criminal.
